Establishment of a New Company for the CCS Project in the Tomakomai Area

Japan Petroleum Exploration Co., Ltd. (JAPEX) established Tomakomai CCS Co., Ltd. (TCCS) on July 1, 2026, to serve as the implementing entity for the CCS(*1) project(*2) in the Tomakomai area.
Going forward, JAPEX will apply for government approval to transfer its exploratory drilling permit(*3) for offshore Tomakomai to TCCS. Following the successful transfer of the permit, TCCS plans to apply to the Minister of Economy, Trade and Industry for a CO₂ storage business permit(*4) to commence its operations. Please refer to the appendix for an outline of TCCS.
The Tomakomai CCS Project focuses on separating and capturing CO₂ emitted from Idemitsu Kosan Co., Ltd.'s Hokkaido Refinery and Hokkaido Electric Power Co., Inc.'s Tomato Atsuma Power Station. Within this project, JAPEX will handle transportation, injection, and storage of the captured CO₂ underground. This initiative is being accelerated through the "Engineering Design Work for Advanced CCS Projects," commissioned by the Japan Organization for Metals and Energy Security (JOGMEC), with the goal of commencing storage operations by FY2030.
Looking ahead, TCCS and JAPEX will continue to drive efforts toward full commercialization, while fostering close communication and securing the understanding and cooperation of local residents, relevant municipalities, and other stakeholders.
