Establishment of “Tomakomai Sector-Coupling Study Committee” for Developing Scenarios in Carbon Recycling Technology Implementation

Deloitte Tohmatsu Consulting LLC (hereinafter "Deloitte Tohmatsu," a member of the Deloitte Tohmatsu Group) and Japan Petroleum Exploration Co., Ltd. (JAPEX) have established the "Tomakomai Sector-coupling Study Committee" (hereinafter "the committee") in September 2021. This committee will be a forum with the public and private sectors for the discussion of the scenarios in carbon recycling technology implementation in Tomakomai, as a part of the feasibility study on a carbon recycling project with the sector-coupling in Tomakomai (hereinafter "the project") entrusted by the New Energy and Industrial Technology Development Organization (NEDO).

The project aims to form a cross-industry collaborated consortium of carbon recycling businesses for realizing zero-emission in the whole city based on the Tomakomai area, which is entrusted to Deloitte Tohmatsu and JAPEX by NEDO as a part of the public offering of the Feasibility Study on Carbon Recycling Business Utilizing Inter-industrial Collaboration in Complexes, etc. Started in March 2021, the project has proceeded analysis of energy balance such as electricity and heat as well as the material balance of CO2 and others in the plants around the Tomakomai area. Based on its analysis, the committee will discuss to develop the scenarios of carbon recycling technology implementation in the Tomakomai area together with the public and private sectors.

The committee will be held five times until March 2022, starting with the first meeting on September 15, 2021. About 30 members, including Tomakomai City, related government agencies, related organizations, and private companies, will participate in the committee to draw the future image of CO2 zero-emission in the Tomakomai area and discuss CO2 utilization for fuel, chemical products, concretes and others by the implementation of carbon recycle technologies as well as CO2 transportation with making its summary for the realization of the image in the end of the committee. Based on the discussion summary of the committee, further feasibility studies including specific plans of demonstration tests will be proceeded after April 2022.

Deloitte Tohmatsu and JAPEX aim to contribute to a sustainable and decarbonized society in Tomakomai, taking into government's policy towards carbon neutrality in 2050, while working closely with relevant ministries and agencies including Tomakomai city, and local industries.
