Commenced Construction of JAPEX Tomakomai Battery Energy Storage System in Tomakomai City, Hokkaido
Japan Petroleum Exploration Co., Ltd. (JAPEX) announces that we have decided to install a grid-scale battery (*1) facility "JAPEX Tomakomai Battery Energy Storage System" (hereinafter referred to as the "Tomakomai BESS") within Hokkaido District Office premises in Tomakomai City, Hokkaido Prefecture, and the construction work has commenced today.
Amid the ongoing expansion of the introduction of variable renewable energy sources such as solar and wind power, the importance of storage batteries, which can provide the regulating capabilities to compensate for the output fluctuations of renewable energy and can stabilize the power grid has been increasing in recent years. Considering these recent developments, JAPEX has decided to install the Tomakomai BESS to contribute to the stabilization of the power grid.
The Tomakomai BESS is JAPEX's first extra-high voltage grid-scale battery (*2) and is the second storage facility following the JAPEX Mihama Battery Energy Storage System (*3) in Chiba City, Chiba Prefecture, which began commercial operation on August 1 this year. The commercial operation is scheduled to begin around autumn 2027. After commencing commercial operation, we will contribute to the stable supply of electricity by leveraging the organization and expertise cultivated through the power business to manage and operate the Tomakomai BESS and to trade electricity stored in it on the various electricity markets (*4).
Agency for Natural Resources and Energy has selected the Tomakomai BESS under the FY2024 "Renewable Energy Expansion and Grid-Scale Energy Storage System Support Program", and a portion of the costs required to introduce the facility has been subsidized.
JAPEX will create opportunities for future revenue by utilizing the knowledge gained from the Battery Energy Storage System and by further promoting initiatives in the storage battery business. Additionally, JAPEX will pursue a stable supply of energy that aligns with the times, aiming for further growth as a "Comprehensive Energy Company."
*1: Storage batteries are connected to the electrical grid (the entire power system, from power plants to transmission and distribution) and can stabilize the grid power by charging electricity when there is a surplus and discharging it when there is a shortage.
*2: Large-scale energy storage facilities falling under the "extra-high voltage" category of power contracts. Specifically, those with a contracted power capacity of 2,000 kW or more, or a voltage exceeding 7,000 V.

*4: Trading is conducted in three markets: the Wholesale electricity market, the Supply and demand adjustment market, and the Capacity market.
