Pollution Prevention and Resource Recycling

As an organization involved in the oil and natural gas drilling and exploration business, the JAPEX Group recognizes the importance of its response to environmental challenges. Accordingly, we have identified “HSE as our culture” in our core CSR themes “SHINE” and established as each challenge “climate change response,” “preserving biodiversity and ecosystems,” and “pollution prevention and resource recycling.”

Concerning these challenges, we set a CSR action plans and targets annually. Through our HSE-management system (HSE-MS), we incorporate these focuses into our daily activities at each district office and business site.

Preservation of Water Resources

At our production sites, we use water for various purposes, such as cooling our processing facilities, natural gas treatment, and boiler water. By promoting recycle reuse of water, we are trying to reduce using volume of water.

The site of drilling wells, at which uses water for cooling machines and muddy water in drilling, also makes an effort to reduce the volume of water using, such as adopting a water recycling systems in cooling water equipment and making use of rainwater for drilling mud.

Prevention of Marine Pollution

Iwafune-Oki platform, which is operated by our subsidiary Japex Offshore Ltd. (JPO), is currently only offshore oil and gas production facility in Japan so that it is taking various measures to prevent marine pollution.

ESD system

ESD (Emergency Shut Down) system enables us to solve problems and prevent its expansion on the production equipment, by shutting down the emergency valves of crude oil pipelines when the anomaly is detected.

JPO’s platform has the major emergency shut-down valve (SSSV), and it settled under a hundred meters of oil and gas production wells, which prevent a leak of crude oil to the ocean in case of emergency, including damage of the platform or fire.

Anticorrosion measures of offshore pipeline

The offshore pipeline, which carries crude oil and gas to the onshore facility, has double anticorrosion measures of the outer casing by polyethylene and the internal protection by electricity.

Wastewater processing

The drainage from the JPO’s platform is released to the ocean after the oil removing process through an oil-water separator called a sump caisson. The quality of released water is confirmed its condition by monthly monitoring and specialized contractors’ inspection.

Safety design and maintenance

JPO’s platform is tolerant for the maximum level of a 100-year storm with a wind speed of 52.7 meters per second and a wave height of 18.4 meters, according to a design standard if the American Petroleum Institute. Besides, the platform is maintained in excellent order and is examined annually by specialized contractors.

Prevention of Air Pollution and Reduction of VOCs Emissions

JAPEX has been making efforts to reduce VOCs (*) emissions for the prevention of air pollution and takes part in a voluntary action plan as a member of the Japan Natural Gas Association since fiscal 2005. For the reduction of VOCs emission, we are taking measures including the adoption of a floating roof tank on oil storage tanks and the incineration of gas discharged from gas processing facilities.

Also, we actively use natural gas, which is a clean energy source compared with other fossil energy source such as crude oil and coal. Natural gas is less emission of the greenhouse gas and no emission of nitrogen oxides on the cause of photochemical oxidants and sulfur oxides on the cause of acid rain. About 70% of our energy usage is natural gas, particularly in the production department.

The emissions of dust and nitrous oxide concentrations in our production site, which are from the boilers, gas engines, and other combustion equipment, are under each standard limit.

* Volatile organic compounds (VOCs) are said to be the causative agent of suspended particulate matter (SPM) and photochemical oxidants in the atmosphere. Most VOCs are volatile hydrocarbons, excluding methane, which is released from crude oil storage tanks and in the course of gas processing, such as removing water contained in the gas, and they include PRTR substances such as benzene, toluene, and xylene (BTX).

Prevention of Leakage

In our production and plant sites, the facility design based on the evaluation of accident as the hazard registration and the formulation of operating manuals is implemented to prevent leaks of crude oil and pit water. The hazard registration is reviewed periodically for appropriate operation management and check system, responding to deterioration of facilities and the change of operation status.

Our owning pipelines adopt a kind of high-tensile-strength steel pipe, ensuring the high security, with their resistance to distortions and impacts. Also, the buried pipes underground protected by anti-corrosion coating and an electrolytic anti-corrosion, to protect from the risk of natural corrosion. Besides, we conduct continuous remote monitoring of the operation status and the staff patrol regularly, based on the operating system for minimization of oil and gas leaks if an emergency should arise.

Green Procurement

Based on the Green Procurement Basic Policy as follows, our procurement endeavors to choose the products and services of lower environmental impacts as much as possible.

Our business sites set the procurement target to achieve 100% use of the eco product in printing/copying paper and stationery.

Waste Reduction

We dispose of industrial waste from our business activities appropriately in accordance with the law and regulation. Also, we are working to reduce waste and to cooperate with disposal contractors, for separate collecting and recycling our trash. Some waste oil from production sites and metal scraps of our steel workshop are promoted its recycle outsourcing to the professional disposal contractor.
